Mark Kautz, is the Board Chair. You may recognize Mark from his work with
Camp Dellwood and Camp Gallahue!  He manages numerous acreages across central Indiana for the Girl Scouts of Hoosier Capital Council. His conservation practices include stream bank erosion controls, timber stand improvement, and wildlife habitat areas. Mark has been a Supervisor for 16 years (and Associate Supervisor for 7) and is dedicated to soil & water conservation.

Aside from his full-time position and Supervisor duties, Mark is also involved with Hoosier Heartland RC&D.
 


J. Dennis Slaughter,
is the Board Vice Chair.  Slaughter, a graduate of the University of Cincinnati in urban planning, and is a Senior Planner with the City of Indianapolis-Marion County Department of Metropolitan Development (DMD).  Much of Slaughter’s work experiences have involved research and administration of local government stormwater, subdivision, and zoning regulations. 

Dennis, an active member of the American Institute of Certified Planners, and the Indiana Planning Association, is involved in a number of community activities, including supporting efforts to bring high speed rail and other mass transit options to Indiana communities.  He also works to support the activities of the Hoosier Heartland Resource and Conservation Development (RC&D) Council as the Vice Chair of its Urban Committee.  In his work with the RC&D, he helps organize and host numerous training workshop efforts on erosion control, trees preservation, and site design. 

 


Marvin Brethauer, is the Board Treasurer.  Marvin is committed to making
Indianapolis a clean, green place to live. He manages environmental issues at the Indianapolis International Airport and has implemented practices like woodlot planting, riparian buffers, grey water reuse, carbon sequestration, sustainable fertilizer use, wetland creation and preservation, and endangered species habitat conservation.

Marvin cites that his #1 challenge is to fortify commitment for developing a 'green-friendly' new airport terminal structure for Indianapolis.  His visionary goals include energy re-use, wetland mitigation, and environmental sustainability.

He is also active with the East Fork of White Lick Creek Watershed Management Steering Committee and the Indianapolis Airport Greenways Planning group. Before becoming
a full Supervisor, Marvin was an Associate for 6 years.

Paula Baldwin, SWCD Board Member, has served on the Board of Supervisors for approximately 15 years. She is a graduate of
Butler University and manages her family's 450 acre cattle and grain farm in Decatur Township. Paula utilizes no-till, grass waterways, and haying of erodable lands to conserve soil and water on the family property.

In addition to her activities with Marion County SWCD, Paula is President of the Indiana State Association of Soil & Water Conservation Districts,  She also keeps active as the President of the Hoosier Heartland RC&D Council, and a Member of the Indianapolis Tree Board.


Brian Neilson, SWCD Board Member and Perry Township resident, is a Registered Professional Engineer with Evans, Mechwart, Hambleton, & Tilton (EMH&T) Engineering, Inc. in Indianapolis.  He is a graduate of Humboldt State University, with a B.S. in Environmental Resources Engineering.  He is a 23+ year veteran of the public works and private development engineering industries.  He has a strong background in engineering design, "Green" infrastructure design and construction, master planning, sanitary and storm sewer design, and private/public education and communications.

Brian is active the Water Environment Federation, Indiana Water Environment Association (IWEA), American Society of Civil Engineers (ASCE), Indiana Association of Floodplain & Stormwater Managers, Hoosier Heartland Resource Conservation & Development (RC&D) Council, the Upper White River Watershed Alliance, and the American Public Works Association.
